6/08/05/25 COBBLES

RESOLVED that the Clerk confirmed we are still waiting for a response from North Yorkshire Council (NYC) following the site meeting that took place in March. NYC agreed to come back with a programme or works to complete the cobbles repairs and the white line reinstatement. The Clerk continues to push for a response.

7/08/05/25 QUESTIONS RAISED AT THE ANNUAL TOWN MEETING ON 29 APRIL 2025

  • a. Ticket Free Parking Machine – RESOLVED that this was considered but concluded that it was not a viable option and that the disc parking system works and that a review of the signage would take place to ensure it is clear to visitors that there is a disc parking system in place on the cobbled areas of the High Street.

  • b. Parking Discs – RESOLVED that the Clerk would remind local businesses that they can collect parking discs from the Town Hall as we hold a stock. A social media post would also be posted, and the Town Warden would also be deployed to deliver discs to the business premises on the High Street.

8/08/05/25 OFF STREET PARKING PLACES ORDER (OSPPO)

  • a. RESOLVED that the analysis from both the initial consultation and additional consultation that concluded on 25 April 2025 be received. Cllr Canavan presented the findings (see attached presentation). Residents asked if these figures included the results from the first consultation exercise that had taken place – Cllr Canavan advised that 50% of the initial responses had not replied this time and 50% of those who had responded had also responded to the second consultation so were included in these figures. The residents in attendance appreciate the ongoing issues in College Square and that the Town Council in its role as Trustees can do something to assist with this issue by introducing the enforcement of inappropriate parking. However, the residents of West Green are in the position that NYC will not assist them with introducing a one-way system or making the triangle resident parking only so this is why they are concerned that the introduction of time limited parking from 59 – 81 High Street will lead to displacement parking and have a further negative impact on the residents of West Green and Levenside. As well as the consultation the residents in attendance wanted the Town Council to take into account the previous council meeting attended by 25 residents who expressed their concerns about the proposal. The residents requested that the Town Council not just look at numbers but the impact this will have on the residents at the West End of the Town. Clarification was sought on why the introduction of disc parking from 59 – 81 High Street has been considered? Cllr Canavan confirmed that it was to improve the traffic turnover following an earlier request from businesses to improve turnover at this end of Town. It would also bring it in line with all the other cobbled areas along the High Street and make it clear that the cobbled areas are 2-hour disc parking across the Town. Displacement – a resident asked what examination has taken place in relation to this? Could a trial period take place so that this could be measured? West Green and Levenside residents have concerns about access for emergency vehicles and feel they are subjected to inappropriate parking.

  • b. RESOLVED that the following recommendations be submitted to the Town Council for approval:-

    • i. That the Off-Street Parking Places Order pertaining to College Square and The Plain be introduced to tackle the ongoing issue of inappropriate parking.

    • ii. That the proposed Off Steet Parking Places Order to introduce 2-hour disc parking in the three bays adjacent to the Police Station and from 59 – 81 High Street be subject to further discussion. This will include discussions with North Yorkshire Council to obtain their opinion on the impact this may have on displacement parking and to allow further analysis of the current parking situation. Consideration could also be given to reducing the disc parking to 59 – 77 High Street (forward facing parking bays only) which would reduce the number of parking bays effected but would still bring it in line with the disc parking in front of all the business along the High Street.

  • c. Other suggestions to try and tackle the ongoing parking issues for consideration were to think about a ‘rent your drive’ scheme or to look at utilising other car parks for car share parking.

The meeting closed at 8 pm.
